We are very pleased to see the centrality of workers explicitly recognised in this strategy, which will have far-reaching impacts for years to come,\u201d said the Seafarers\u2019 Section chair.<\/p>\n<p>The adoption of the\u00a0<em>Revised Greenhouse Gas Reduction Strategy<\/em>\u00a0also means the introduction of updated targets to cut overall emissions in the shipping sector. They\u00a0chart the shipping sector to reach net zero \u2018by or around 2050\u2019, with interim targets of at least 20% (striving for 30%) by 2030, and 70% (striving for 80%) by 2040.<\/p>\n<p>ITF General Secretary and SRI Advisory Board member <strong>Stephen Cotton<\/strong>\u00a0said full implementation of these targets is crucial, otherwise shipping risks falling behind the progress being made in other transport sectors.<\/p>\n<p>\u201cThe new targets show increased ambition, and we welcome that,\u201d he said. \u201cBut even these new targets don\u2019t measure up to the Paris Agreement and its temperature goals. Every sector has to be aiming for Paris, to climate-proof our jobs and our planet. So its crucial that that these new goals are fully delivered.\u201d<\/p>\n<p>Researchers have\u00a0<a href=\"https:\/\/theconversation.com\/why-the-shipping-industrys-increased-climate-ambition-spells-the-end-for-its-fossil-fuel-use-209321\">estimated<\/a>\u00a0the new IMO strategy requires a\u00a0<em>per ship\u00a0<\/em>pollution reduction by up to 60% by 2030, \u201cand as much as 91% by 2040\u201d. \u201cThe days of fossil-fuelled ships are numbered,\u201d they predict.<\/p>\n<p>Not without workers. And not without workers having necessary backing from governments and employers to make the transition successful, for example through upskilling, said ITF\u2019s Cotton.<\/p>\n<p>It now fell to IMO member states, and the wider maritime industry, to take forward the Strategy\u2019s implementation measures in a fair way, keeping seafarers and communities top of mind, he said.<\/p>\n<p>\u201cThe next decade will be pivotal. All parties at the IMO need to be working urgently and collaboratively on the full range of measures laid out in the\u00a0<em>Revised Strategy<\/em>. Through the Maritime Just Transition Task Force, we have developed an\u00a0<a href=\"https:\/\/www.itfglobal.org\/en\/sector\/seafarers\/sustainable-shipping\">action plan<\/a>\u00a0on Just Transition. The agreement at the IMO is another important step forward.\u201d<\/p>\n<h2><strong><span lang=\"EN-US\" xml:lang=\"EN-US\">What is a \u2018Just Transition\u2019?<\/span><\/strong><\/h2>\n<p><span lang=\"EN-US\" xml:lang=\"EN-US\">Just Transition calls for workers and their communities to be treated humanely during periods of technological and economic change. It is also about supporting these same workers and communities to play an active role in shaping and leading these changes.<\/span><\/p>\n<p><span lang=\"EN-US\" xml:lang=\"EN-US\">While some of the elements of what we would recognize as \u2018just transition\u2019 today have been happening in different places and in different industrial contexts in recent decades, Just Transition is now a core tenet of global climate change policy and has a specific meaning.<\/span><\/p>\n<p><span lang=\"EN-US\" xml:lang=\"EN-US\">The 2015 Paris Agreement on climate action recognised \u2018the imperatives of a just transition of the workforce and the creation of decent and quality jobs\u2019.<\/span><\/p>\n<p><span lang=\"EN-US\" xml:lang=\"EN-US\">Just Transition was defined in more detail by the United Nations\u2019 tripartite labor and employment body, the ILO (International Labour Organization) in 2015. The ILO\u00a0<\/span><a href=\"https:\/\/www.ilo.org\/wcmsp5\/groups\/public\/@ed_emp\/@emp_ent\/documents\/publication\/wcms_432859.pdf\"><span lang=\"EN-US\" xml:lang=\"EN-US\">defines<\/span><\/a><span lang=\"EN-US\" xml:lang=\"EN-US\">\u00a0a Just Transition as:<\/span><\/p>\n<blockquote><p><span lang=\"EN-US\" xml:lang=\"EN-US\">\u201cgreening the economy in a way that is as fair and inclusive as possible to everyone concerned, creating decent work opportunities and leaving no one behind.\u201d<\/span><\/p><\/blockquote>\n<p><span lang=\"EN-US\" xml:lang=\"EN-US\">Just Transition is an approach to economic and technological change built on social dialogue, stakeholder engagement and a universal respect for fundamental labor rights and other human rights.<\/span><\/p>\n ","protected":false},"excerpt":{"rendered":"<p>Seafarers\u2019 unions have won landmark commitments to a Just Transition for the world\u2019s maritime workforce as part of the International Maritime Organization\u2019s decision to adopt its\u00a0Revised Greenhouse Gas Reduction Strategy.
